# CivQuest Atlas — AI access policy

> CivQuest Atlas is an interactive public map and property-information viewer operated on behalf of a local government or public agency. It exists so residents, staff and partners can look up parcels, addresses and related records through the Atlas interface.

This file describes how automated agents, crawlers and AI assistants may use CivQuest Atlas and the data it presents. It is published by CivQuest Atlas. Automated access that does not follow it is not authorized by CivQuest Atlas.

## Purpose of this site

CivQuest Atlas is an interactive public map and property-information viewer operated on behalf of a local government or public agency. It exists so residents, staff and partners can look up parcels, addresses and related records through the Atlas interface.

## How to access data

- Use the Atlas interface — search, map tools, feature popups, exports and shared links are the supported ways to read this data.
- Do not query the underlying ArcGIS REST endpoints (MapServer, FeatureServer, GeocodeServer) or any other backing web service directly, even where their URLs are visible in page code or network traffic. Direct service access bypasses the notices, exclusions and rate limits applied in the interface and is not authorized under this policy.
- Respect the site's robots.txt, including its Content-Signal line.
- Identify your agent honestly in the User-Agent header and keep request rates modest.

## Permitted uses

- Answering a person's question about a specific property, address or place using what the Atlas interface shows
- Linking to or citing an Atlas page or shared feature
- Search indexing of public Atlas pages

## Prohibited uses

- Bulk extraction, scraping or mirroring of property, owner or address records
- Building or maintaining a separate copy of the underlying data
- Using the data to profile, contact or target individual owners or residents

## Automated-use signals

- Search indexing: allowed
- Use as AI input (retrieval, summarization, answering questions): allowed
- AI model training or fine-tuning: not allowed

## Attribution and accuracy

Data is provided by the publishing organization for informational purposes and is not survey grade; confirm official records with the organization.
